• Contribute to the development of policy and strategies in the energy sector for sustainable and low carbon development in ADB’s DMCs, in consultation with relevant government agencies and resident missions in the region. Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
• Conduct policy dialogue to assist governments to undertake energy sector reform.
• Contribute to the preparation, processing, and administration of sub-regional and DMC specific loan, grant, and TAs in the energy sector.
• Contribute to the development and design of new lending projects and programs in the energy sector and work with governments to identify investment opportunities in clean energy, including through greater private sector involvement and through public private partnership route.
• Provide thought leadership and as part of existing teams contribute to ADB new business areas such as critical minerals and manufacturing supply chains for powering progress (CMM), decarbonization of hard-to-abate sectors, offshore wind, energy storage and large-scale country platforms for delivering climate finance for the energy transition.
• Provide guidance, advice, and comment on energy sector issues in the initiation, development, processing and administration of loans, grants, and TAs.Propose appropriate contract modalities and lead discussions on procurement issues including review of bidding documents, bid evaluation reports, and consultant recruitment.
• Ensure key technical, economic, financial, and cross-cutting issues are incorporated into projects.
• Closely coordinate with RDs, RMs, Office of Safeguards, and Climate Change and Sustainable Development Department in identifying, developing, implementing, and administering loans, grants, and TAs for the energy sector.
• Oversee/ ensure quality and compliance of lending and non-lending products and operations with respect to energy policy and strategies.
• Identify the priority areas in the energy sector in the region/countries assigned, undertake upstream and analytical work, and propose the modality and nature of the required loans and TA support.
• Develop and maintain strategic partnerships with external partners for knowledge and project opportunities. Respond to external inquiries.
• C ontribute to internal and external training and conferences and other relevant activities for advocacy, dissemination, and knowledge sharing.
• Create and lead multidisciplinary teams and ensure the overall quality of its work.
• Lead, supervise, and support reporting staff, including their performance and development.
• Ensure the ongoing learning and development of reporting staff. Mentor junior staff and support their learning and integration into SG-ENE.
• Perform other duties as assigned and reflected in staff’s workplan.
  
  

• A University’s degree in engineering, environmental science, geology economics, finance or business administration, or related fields ; preferably at post-graduate level or its equivalent.
• At least 6 years of relevant professional experience in the energy sector, preferably with at least 3 years in power utilities, energy consulting companies, research institutions or regulatory bodies, development banks or commercial banks, mining companies, clean energy manufacturing supply chains and OEMs.
• Demonstrated expertise in emerging/low carbon technologies, power system planning, energy storage, energy markets, etc.) with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community.
• Broad expertise within a specific area of ADB's operations (economic, financial, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
• Demonstrated team leadership or managerial skills and experience leading professionals, teams, and missions for technical matters and projects processing/implementation.
• Excellent written and verbal communication skills in English.
• International experience working in several countries.
