Role Purpose:
To establish, implement, and manage all logistics processes, systems, and strategies to ensure the efficient, safe, and timely movement, storage, and control of materials, equipment, and plant for the execution of the North-South Commuter Railway (NSCR) Packages 3A and 3B.
The Logistics Manager will lead the development of a project logistics plan, coordinate with planning, procurement, construction, subcontractors and suppliers, and ensure compliance with international logistics practices, customs regulations, and project schedules.
Key Responsibilities:
1. Strategic Planning & Setup
- Develop the Project Logistics Management Plan (PLMP) in line with the overall construction and procurement strategy.
- Design site logistics layouts, laydown areas, internal transport flows, and interface zones.
- Define procedures for materials receipt, storage, tracking, and issuance.
- Establish clear protocols for road, rail, and port movements, including handling of oversized and critical path components.
2. Materials & Equipment Handling
- Coordinate international and domestic shipping of materials and equipment, including customs clearance and importation permits (BOC, PEZA if applicable).
- Establish and manage warehousing, inventory control systems, and laydown yard operations.
- Manage plant and equipment logistics including tracking of heavy machinery and TBM/tunnel temporary trackwork components.
3. Onsite Logistics Execution
- Control internal site logistics: haul roads, cranes/lifting, temporary works access, and internal distribution.
- Coordinate with civil works, trackworks, and systems contractors for sequencing and interface requirements.
- Manage traffic management plans, particularly for congested urban sections and narrow corridors.
4. Stakeholder Coordination
- Liaise with local authorities (LGUs, DPWH, PNP, DOTr), traffic enforcers, and railway stakeholders (PNR, ADB, DOTr-PMO).
- Work with subcontractors and suppliers to ensure logistics requirements are understood and met.
- Coordinate closely with HSE, quality, and security teams to ensure safe and compliant logistics operations.
5. Reporting & Risk Management
- Maintain logistics KPIs: delivery lead times, handling incidents, customs delays, etc.
- Prepare and submit weekly and monthly logistics reports to Project Management.
- Identify and mitigate logistics risks to critical path activities, including port congestion, road closures, and seasonal impacts.
Qualifications and Experience:
Minimum Requirements:
- Bachelor’s degree in Engineering, Logistics, Supply Chain Management, or related field.
- 10+ years experience in construction logistics, including at least 5 years in major infrastructure/railway projects.
- Proven experience establishing logistics systems on large-scale civil works or transport infrastructure projects.
Preferred:
- Familiarity with Philippine customs and importation processes for construction projects.
- Experience with ADB-funded or internationally financed projects.
- Proficient in logistics planning software, ERP (SAP, Oracle), and transport management systems.
- Knowledge of HSSE requirements in logistics operations.
