The Project-In-Charge is responsible for the overall site construction management of a project and ensure that project is completed on time, within budget and quality standards, and with zero accident and fatality.
Duties and Responsibilities:
1. Construction Budget
- Review and validate the construction budget based on actual site condition and refer back to Quantity Survey group.
2. Construction Schedule
- Determine the construction methodology to be executed for approval of the Project Manager.
- Review the dependency of construction activities against schedule.
- Prepare catch-up programs once the slippage hits 5% or more. The catch-up program should include resources needed, methods, and techniques to be employed, and detailed timeline to put the project back on track.
- Review and approve the procurement schedule.
3. Construction Resources (Labor, Materials, and Equipment)
- Review and endorse the purchase requisitions, terms of reference, and procurement plan to the Project manager for approval.
- Oversee the timely delivery of materials, tools, and equipment.
- Coordinate with other stakeholders (procurement, design, engineering, etc.) on issues that will affect cost and schedule.
- Plan and execute the construction barracks, warehouse, site office, construction ingress and egress in relation to the approved site development plan.
4. Construction Progress Accomplishment
- Resolve issues in the project site through coordination with concerned parties (Direct Reports, Subcontractors, Project Manager, or other departments).
- Submit construction progress report to the Project Manager.
- Closely monitor construction cost versus budget and actual progress versus schedule.
- Inform the Project Manager of potential cost overruns based on earned value and recommend solutions to mitigate the problem.
- Oversee the implementation of contracts and review/evaluate cost claims and request for contract time extension by subcontractors to avoid disputes.
- Review and endorse variation/change orders to CMD-QS based on site instructions.
- Preside over regular meeting with the contractors and other stakeholders and ensure that transcript of the meetings are distributed to all participants.
- Review the cost reconciliation report and cost-to-complete report and endorse to Project Manager.
- Orchestrate the activities and provide technical direction to Construction Management site team.
5. Project Turnover and Close-out
- Coordinate with direct reports for the balance of works and quality issues of the building prior to inspection and turnover to the respective department.
- Schedule the building inspection with the turnover group.
- Submit turnover documents (as built plans, turnover forms, warranty certificates, rebar test results, concrete test results and equipment manuals of the buildings, land development and amenities).
6. Safety and Security
- Monitor the implementation of safety policies.
- Assist the Project Safety Officer in preparing the Construction Safety and Health Program for approval of the Project Manager.
- Support the Project Safety Officer in maintaining cleanliness and security of the project site.
