Cost Planning & Estimation

  • Prepare preliminary cost estimates, feasibility studies, and budget forecasts.
  • Develop detailed Bills of Quantities (BOQ), cost plans, and rate analysis.
  • Monitor and update cost estimates as design evolves.


Tendering & Procurement

  • Manage the tendering process—from preparing tender documents to issuing addenda.
  • Conduct pre‐qualification of contractors and suppliers.
  • Lead tender evaluations, cost comparisons, and recommendations.
  • Participate in contract negotiations and awarding.


Contract Management

  • Administer FIDIC, JCT, NEC or other standard forms of contract.
  • Manage contractual correspondence, notices, and compliance.
  • Draft and review contract agreements, variations, and change orders.
  • Maintain and enforce contractual timelines and obligations.


Commercial Management

  • Oversee project cash flow, cost control, and financial reporting.
  • Manage valuations, interim payments, final accounts, and reconciliation.
  • Ensure the project stays within budget and aligns with financial objectives.
  • Evaluate and mitigate commercial risks.


Change Management

  • Assess variation orders, claims, and change requests.
  • Conduct cost impact analysis & negotiate with contractors.
  • Ensure changes are properly documented and approved.


Measurement & Valuation

  • Ensure accurate quantity take-offs and measurement.
  • Monitor site progress for payment valuation.
  • Verify contractor claims based on actual works executed.


Risk & Value Engineering

  • Identify cost and contractual risks; recommend mitigation strategies.
  • Participate in value engineering workshops to improve cost–benefit outcomes.
  • Analyze alternatives to optimize materials, methods, and design.


Team Leadership & Coordination

  • Lead a team of QS engineers, cost controllers, and procurement staff.
  • Coordinate with project managers, planners, engineers, and consultants.
  • Conduct internal training and ensure staff adhere to QS standards


Reporting & Documentation

  • Prepare cost reports, monthly commercial reports, and budget updates.
  • Maintain proper documentation for audits and project close-out.
  • Report deviations, risks, and financial status to senior management.


Stakeholder & Client Management

  • Act as the commercial point of contact with the client.
  • Attend coordination meetings, negotiations, and progress briefings.
  • Provide expert advice on cost, contract matters, and financial decisions.
