Job Qualifications:

  • Graduate of Mechanical, Electrical, or Civil Engineering, Facilities Management, or a related field (or equivalent work experience).

  • Must be a Licensed Engineer.

  • Experience: Minimum of [2] years of experience in facilities management, engineering, or maintenance in a Terminal Operations setting.

  • Skills on rotating equipment parts, assessment and repair

    • Welding review and certifications (welder and welding production)

    • API 653 (Tank Out of Service Inspection)

    • API 570 (Piping Inspection Code)

    • Management of People (shall be in close coordination with site maintenance contractor)

    • Boiler or thermal heater equipment maintenance

    • Skills on basic civil engineering structures construction and repair

    • Skill on Industrial Painting

    • Microsoft Project, Gantt Charts, Resource Loading

    • AutoCAD (for reviewing plant designs)

    • Maintenance Management Software (CMMS)

    • Microsoft Office Suite (Excel, Word, PowerPoint)

  • Must be willing to extend work during weekends, holidays and extended office hours on a case to case basis such as emergencies and deadline compliance

  • Must have drivers license and driving experience



Job Description

· Covers Asset Integrity Management of UPPI assets under Terminal Operations and Lubricants Manufacturing Plant

· Shall conduct the Surveillance Checks as per Equipment Maintenance Plan (EMP) schedule using the prescribed surveillance checklist for each equipment.

· Shall raise Maintenance Request for surveillance findings that require Contractor work

· Shall file the filled-up Surveillance Checklist at the Retail Site Maintenance Folder as part of maintenance record

· Shall coordinate with maintenance contractor for the conduct of Technical Inspections as per EMP.

· Immediate review of initial findings from the technical inspection, challenging recommendations to “fit for purpose” scope and planning for immediate repair works needed.

· Shall get sign-off from Maintenance Lead for the final recommendations on Technical Inspection result.

· Shall raise the Maintenance Request for technical inspection findings that require Contractor work or replacement parts.

· Shall ensure “close-out” of technical recommendations by providing documented report supported by Q&AI Lead

· Shall perform breakdown and corrective maintenance works for the Terminal as and when it occurs (including execution and monitoring of OPEX Projects).

· Shall conduct investigation for asset breakdown, finding root cause and developing actions or maintenance scope to prevent re-occurrence.

· Shall perform mean time before failure (MTBF) monitoring of assets, recording asset performance and using the data for the yearly review of site EMP.

· Shall lead the Asset Integrity Assessment (AIA) annual review for new assets created by projects and generate the EMP for the asset.

· Get sign-off from Maintenance Lead for the new asset AIA and EMP

· Ensure that new asset maintenance scopes are included in the maintenance contract (coordinate and close-out with Purchasing).

· Shall maintain the site critical drawings (as-built, P&ID, single line diagram, lay-out, area classification drawings) making sure that these are updated once CAPEX Project is executed.

· Update the equipment data folder for each site making sure asset history is captured

· Coordinate and oversee the inspection and maintenance of machinery and facilities, ensuring all systems are operating at optimal levels and adhering to safety standards.

· Verify that designs and completed projects comply with specifications, regulations, and contract terms to ensure quality and legal compliance.

· Implement a risk-based maintenance approach for company-owned assets, conducting regular assessments to determine the appropriate maintenance schedule.

· Perform scheduled Surveillance Inspections of the facility, and monitor execution of Technical Inspections based on the site EMP schedule.

· Raise Purchase Requests for corrective works identified during Surveillance and Technical Inspections.

· Lead and manage a team of mechanical technicians, ensuring safe and efficient execution of plant inspections and modifications while maintaining best maintenance practices.

· Manage breakdown maintenance and perform scope evaluation to determine the appropriate corrective actions.

· Review, challenge, and approve scope recommendations and cost proposals for maintenance works to ensure cost-effectiveness.

· Lead OPEX projects for the UPPI Terminal from initiation to completion, preparing BOQ, BOM, and SOW, while ensuring projects are executed on time and within budget.

· Oversee project execution, schedule control, quality assurance, budget monitoring, and Gantt chart/resource loading for seamless project delivery.

· Perform NDT inspections (Visual, UT, DPT) and interpret results for further decision-making related to equipment condition and maintenance needs.

· Perform task as instructed by immediate supervisor
